Suppress GCC 9 “no longer supported” messages

* m4/manywarnings.m4 (gl_MANYWARN_ALL_GCC): Remove -Wchkp.
This suppresses a boatload of warnings of the form
“gcc: warning: switch ‘-Wchkp’ is no longer supported”.
when using GCC 9.  Do not merge to master.
